<p class="story_readable">On the east side of the Matanuska-Susitna Borough, demand is high for affordable senior housing, said Gabriel Layman, general counsel for the Palmer Senior Citizens Center.</p>
<p class="story_readable">Layman said center officials plan to break ground in May or June on a 31-unit housing development on South Chugach Street, near the Palmer Veterans and Pioneer Home. If construction goes as planned, seniors may move in by early 2008, he said.</p>
<p class="story_readable">The apartment complex is part of a plan to build a senior campus on 11.1 acres the Senior Center owns. Layman said a new $6 million senior service facility is next on the list of construction projects. More space for housing, including an assisted living facility and commercial space for shops that cater to seniors are also planned.</p>
<p class="story_readable">&#8220;This is just the first step in the long process of creating an integrated senior community here in Palmer,&#8221; Layman said. &#8220;It&#8217;s going to have serious ramifications for seniors here in the Mat-Su for quite a long time.&#8221;</p>

			<content:encoded><![CDATA[<p>China will invest more on infrastructure to serve its senior citizens as preparation for the coming peak in ageing, expected to appear around 2030, an official document said.According to the 11th Five-Year Plan for the Aged Population (2006-10) promulgated by the China National Committee on Ageing and approved by the State Council on September 21, elderly people will enjoy improved services in the coming five years.</p>
<p>The plan says 10,000 more senior citizens&#8217; universities and schools will be established across the country by 2010.</p>
<p>Cultural and recreational places such as parks, museums, exhibition halls and libraries will provide more services, free or discounted, to senior citizens.</p>

			<content:encoded><![CDATA[<blockquote><p>Brand-name drug prices jumped nearly 4% the first three months of the year, raising costs for taxpayers subsidizing the Medicare drug program and for some people participating in the program, AARP said Tuesday.</p>
<p class="inside-copy">AARP, an advocacy group for senior citizens, said the quarterly increase was the largest since 2000. Pharmaceutical companies say the increases were in line with overall medical inflation.</p>
<p class="inside-copy">In a separate report, Families USA said insurers participating in the Medicare program passed on increases for 19 of the top 20 drugs to program participants.</p>
<p class="inside-copy">&#8220;Part D plans are doing essentially nothing to contain the fast-rising prices by the drug industry,&#8221; said Ron Pollack, executive director of Families USA, a health advocacy group that has been a frequent critic of the program.</p>
<p class="inside-copy">Mark McClellan, the Bush administration&#8217;s point man for the drug benefit, says most Medicare beneficiaries actually have greater protection from increases in wholesale prices than do other consumers.</p>
<p class="inside-copy">For example, McClellan says, many beneficiaries selected plans in which they pay a fixed amount for a drug, say $20 for a brand-name drug, and that price won&#8217;t change during the year no matter what wholesale prices do. The poorest of beneficiaries are particularly protected from such increases because their payments are capped at $5 for a brand-name drug.</p>
<p class="inside-copy">&#8220;They didn&#8217;t look at the whole picture,&#8221; McClellan said.</p>
<p class="inside-copy">He acknowledged, however, that the increases would hit Medicare beneficiaries who have not yet fulfilled their deductible and those paying a percentage of drug costs rather than a set co-pay.</p>
<p class="inside-copy">AARP surveyed the wholesale prices of 197 brand-name and 75 generic drugs. While brand-name drugs increased 3.9% the first three months of the year, there was no change in the cost of generic drugs, the group said. The Medicare plans emphasize generic drugs.</p>

<div class="p">Older patients gave their doctors higher marks than they deserved based on a review of whether physicians followed accepted standards for technical quality, according to a study of 236 elderly patients published in the May 2 edition of the Annals of Internal Medicine.</div>
<div class="p">The patients, all of whom were enrolled in Medicare managed-care plans, received about 55% of the recommended care for protocols such as prompt medication after heart failure and appropriate evaluation after a fall, the study said. But most patients rated all the health care they received in the past year as 10 out of 10.</div>
<div class="p">Patients are more likely to say they&#8217;re highly satisfied if they communicate well or have a good rapport with their doctors, but that doesn&#8217;t always correlate with sound care, said Dr. Neil Wenger, the senior author of the report and a general internist at the University of California-Los Angeles Medical Center.</div>
<div class="p">Indeed, researchers found a mismatch between patients&#8217; perceptions and the technical quality of care they received, he said.</div>
<div class="p">&#8220;This should make us all sort of wake up and say &#8216;Gee, there&#8217;s more to it than just if my doctor&#8217;s warm and fuzzy, and I would like some additional information on the quality of care I&#8217;m getting to factor in with the fact that this person has good interpersonal skills,&#8217;&#8221; said Wenger, also a researcher for the Rand Corp.</div>

<p>Some people are clear about what they need and want and can identify it after a short, satisfying search. But it&#8217;s usually not that simple.</p>
<p>Frequently they start with the Yellow Pages or a resource someone gives them. Often that resource is not what they need. Then they get referred to a series of 10 or 20 organizations and become confused and frustrated. Not having experience or training, they may be unclear about what kinds of services they need and what&#8217;s available out there.</p>
<p>Baby boomer children of seniors, who often are Internet-savvy, can conduct systematic research until they clarify the options and present a short list to their parent. Many seniors, on the other hand, prefer to make a direct call and ask for the information and assistance they need. <p>The average price tag for a private one-bedroom unit in an assisted living  facility rose 7 percent in 2006 to about $33,000 per year, compared with a 5  percent rise in 2005, according to a survey by insurer Genworth Financial  Inc..</p>
<p>The average hourly rate for most home health aides climbed 19 percent to  $22.15 per hour, compared with a 2 percent rise in 2005, the study found.</p>
<p>The average cost for a private room in a nursing home, by contrast, rose 2  percent to about $71,000 in 2006, after rising 6 percent in 2005.</p>
<p>The increased costs reflect the growing popularity of home health care and  assisted living centers, which typically provide meals, help with everyday tasks  and provide some medical care. Assisted living centers cost less than nursing  homes and attract patients not needing the more greater medical treatment  offered by nursing homes.</p></blockquote>

<p>It is with a heavy heart that Ellie Monty strolls through Daley Plaza. It&#8217;s nearing time now, after caring for her 95-year-old father for 13 years, to place him in a nursing home. Ellis Johansson is blind and has reached the point where he needs more help. &#8220;It&#8217;s just a wide range of emotions, but safety and security is at the top,&#8221; she says.</p>
<p>&#8230;Ellie Monty embraces the law. As a senior relocation expert, and as someone going through the process her fears are real, despite her preparation. &#8220;You asked for one fear,Ã¢â‚¬Â she said. Ã¢â‚¬Å“There are several that can cause us to wake up in the middle of the night praying they are safe.&#8221;</p>
<p>The law calls for increased security measures for homes that accept offenders and twice yearly background checks of all residents.</p>
